Page 3-2 Figure 1 of the 1974 Vega Service and Overhaul Manual refers to these 'washers/ferrules?' as "CAPS".

Yea, they basically allow the cam bolt to slide in and out in the elongated slot in the frame for alignment purposes. They are simple but functional.
