Can the driver and passenger seats be exchanged in my Vega?

you mean side to side or with some other seats ?

From one side to the other side.

The seat will physically fit on the other side, but the release lever for the seat back and, if you have them, the guide for the shoulder belt will be on the inside, next to the trans tunnel. Plus, I'm not sure if the inside of the seat has the proper holes for the seat back hinge trim panel.

You can take the back and bottom off the hinges and put them on the correct hinges for the side of the car. You will have the seatbelt loop on the wrong side of the seat. But I think you can just redrill the mounting holes in the frame of the seat.
