What size are the bumper bracket bolts?

What size are the bolts for the bumper bracket to frame horn? The ones that go into the square nuts inside the frame.
I bought 3/8 course and can get a couple of turns then it stops, I'm going to get 3/8 fine and try that. It might be 20 years of crude that needs to be threaded through.
Or is it some other type bolt/thread?

EDIT: Also what size are the chrome carriage bumper bolts.

On a 73:
7/16" x 14 tpi into the frame rails
The chrome carriage bumper bolts are 3/8"
