Identify the Monza part

Need some help, I can not remember where this goes. It has 2 phillips head screws to attach. Seems to have a plastic internal framework with a rubber outer surface. It is sitting on a one gallon paint can for reference.

bumper for mini spare. mounts thru carpet into sheet metal behind passenger side rear tire.
