VIN question

When appling for an abandoned title in VA, they ask for a vin. The '76 Vega starts with a line which could be a number "1" or a letter "I". Which is it? If you submit it wrong, no corrections, another $25.

The first digit is the number 1 indicating Chevrolet
Clyde.........75 Monza 2+2

Larry,

Clyde is correct.
ALL Vegas begin with the #1.
We have both a '76 Cosworth-Vega and a '76 Vega GT setting in the garage. Both title vins and dash VIN ID tags begin with the #1.
