Seatbelts Monza 1980

Hi Guys,
My first question on the forum aaaand this is a dumb one.

I'm preparing the car to pass the technical inspection of my country.
Safety items are checked.

And here is my question: Are the front seatbelts supposed to "block" in case of crash (or pulling on it)?

My two front seatbelts are retracting without issues but they do not lock when I pull on it...
IOW: The "hip section" does is job but not the shoulder one.

The two rear seatbelts are locking if pulled.

Yes, the front belt retractors should lock if car decelerates very hard. There's a weight in it that flys forward to move the lock bar into the belt wheel teeth. The assy has a plastic clip that can break.

I will dismantle them and have a look inside.

Do you know, by any chances, a reseller with genuine seatbelts retractors?

I did have a look to the two seatbealts.

My two front sratbelts are in fact working as intended.

I was was expecting a lock if pulled (like a modern). But as this is a pendulum system, the seatbelt lock only with front inertia.
