Hi,
Mike i believe those are spacers to put in the coils to stiffen the ride a bit if the tires bottom out.

Mike, those are aftermarket coil spring spacers, not generally recommended. The front springs have a rubber "cap" that covers the upper coil and insulates the top of the spring from the chassis. The rear springs, which I assume are similar to the ones on a Monza have a rubber cushion that fits between the metal cone and the body. The hose trick works very well on the front springs and can also be used between the spring and the metal cone on the rear. Just get a piece of 1/2" rubber hose and slip it on the top coil of each spring, that's the quickest and easiest solution if your originals are missing or torn up.

I've cut a piece of an old automotive innertube and zip tied it to the top coil. I have a pair of springs with the OE insulators on them, I'll try to get a photo of them.
