It was on. Still had to tap on it to get it in but much easier with this tool rather than the spring compressor that goes on the outside. Plus you only need one compresser rather than two. You can rotate the spring to the proper position once you get it in the pockets before releasing the tension of the spring. Just be careful the tool doesn't slip when tightening it. It tends to slide a little but it stayed in place pretty nicely.
