Check out:

http://www.rockauto.com/

They still list a lot of Vega parts including the ones you need.

It's been a while since I had the stock Vega brakes on mine, but here's what I remember:

You'll need to hold the two plastic guides against the caliper, inside the slot, with the flat part of the half-round portions so they are flush with the sides of the caliper. Take each pad (with the friction side facing where the rotor will fit between, naturally) and slide the ears on either side of the caliper in the flush part of the plastic guide until the round part matches the round portion of the plastic guide. Slide the pad to the outboard, or toward the caliper piston, depending on which pad it is. This should hold the plastic guide in place.

Slide the caliper and pads over the rotor and match the holes in the spindle with the holes in the plastic guides. Lubricate the "nail" with some silicone brake grease and tap it in from the outside in, making sure that the rubber bushing on the inside does not push out. When completely tapped in, clip the E-clip on the end of the nail, in the groove.

I have a similar issue on my 75 Monza- not sure what I am doing wrong but no matter how i put the assembly together the caliper body will not line up with the plastic sleeve. Is there a procedure somewhere to do this correctly?

Keep in mind there are two different plastic spacers, one for solid disc rotors and one for vented. They look very similar, you may have the wrong ones.

Stock vega rotors are solid and monzas are the vented. Some have installed the monza rotors and calipers on the vega with little effort.I'd suspect you have the wrong plastic sleeve.

Thanks- I spent the day in the garage figuring it out- I had to build them on the bench on on the car, the parts from Rock Auto were ok- but the ears were just a few tho off along with the calipers that need to visit the wire wheel. The brake hardware is directional -the plastic bushings worked once i had it setup correctly. So I guess it was a combination of the learning process, parts a lil off and a fiddly design. But its all assemble and installed now
