can someone tell me what to do first? i found a guy that will blast and epoxy prime for $650 . should i do this first ?or should i cut out and replace the rusted window channels and other rust holes first

Generally you want to blast first to expose the base metal to find out what condition it is in and then replace any rusted areas. After that you can prime and go on from there. If you already know you have rusted sections you could repair those first and then blast to see if there is any more rust.

I think if you are going to blast you would want to do that first. If you repair first and then blast, I'm afraid you might uncover rust near the already repaired rust.
