That middle label looks a lot like a 'second sticker'.
The dealer would use it to mark up the price of the car above what came from the factory. Usually adding an 'adjusted market price' or something.
Since this is a 77 Vega, it could be a lower price. I remember this one on ebay as having so many options on it that no one bought it - too expensive for a Vega.
I do not know when they started putting emmission labels on car windows. Do they even do that today? I know they've put fuel economy labels on windows for years, rhough.
