I have my 78 Monza Spyder apart for paint, including front bumper, fenders and hood. I am considering replacing the cam. I'd like to avoid the scope creep for now and replace the cam and lifters later. My question is can I remove the cam with only the radiator and condenser removed, or does the front-end have to come back off? Obviously if it does, it would be advantageous to do the cam now.

Back in the day, I changed the cam in my first 1975 Skyhawk with only the radiator removed, AC condenser did not have to be removed. Zero front end parts were removed, other than the upper radiator plate.

I decided that now was the best time to work on an acceptable restoration. The engine compartment had 40 years of heavy use and oil leaks. Having the front end off the car and on the lift made the job easier for sure. I went with a COMP Cams High Energy Cam and Lifter Kit K69-235-4 from Summit Racing. I fully restored my 1969 Corvette years ago and I'm having a hard time shaking the NCRS attitude. It's hard to clean and refurbish one item and leaving the item next to it looking old. I'm doing a complete color change from Silver to Ultramarine Blue and didn't want to pull the engine for an engine compartment repaint so I shot the upper portion and blended to the Silver in the lower areas that I couldn't reach easily. Getting close to completion on the engine. The refurbished dash is ready to go back in after I mount and wire the audio amp above the glove box.

Thought I'd share a few photos.

VERY NICE! I have show cars too and completely understand the NCRS attitude.... :-)
