Can you eliminate a brake vacuum booster and bolt the master cylinder right up and still have brakes? Just curious

No, The master Cylinder is different for those
applications. The power brake master cylinder has a receptical
for the booster to apply pressure to activate your
brakes. The Non-power Master Cylinder has an integral
actuating rod that mounts directly to the brake pedal
lever. You would have to change master Cylinders and
adjust the mounting position on the brake pedal, there
are supposedly 2 holes to mount the actuating rods
because, as you know, you don't need the same leverage to
activate power brakes.
