What makes a Cosworth Vega

I recently started to read a message from someone who was talking about Vegas
and Cosworth Vegas. I didn't quite get what he was talking about, because It
was 20AM in the morning and I was looking for other messages.
This was around the week of the 15th of Oct and it was about a 2 Page
Message. It had something to do with V-8 Engines v/s the Cosworth 4 Cyc.
