I don't envy anyone who lives in California.
I take it your state still... mandates your year of car to be tested.
Contemplate the time spent on your car so you can pass..I checked
the dmv in NY and this year my 76 will be exempt from emmisions
testing. Not that that matters, with friends in the inspection
business I usually get things done regardless. We all have friends
like that here and there don't we. But I cant imagine that you have
to go through this every year.. and what if you can't pass it for
some reason... you have to park it ?
more power to you all in california.
Come to NY and freeze your ass off/ but get it passed!!!!

CA emission testing is probably no more onerous than other states that
require test. In CA it is every two years for cars more than 4 model
years old. Some states require testing every year. I believe that's
the case for Utah, and maybe Arizona.

As of January 1, 2004 1975 CVs will be exempt under California's older
car exemption passed a couple of years ago. My '76 should be exempt
on January 1, 2005, so I expect this will be my last test.

A lot of fraud goes on in emission testing and CA probably has more
rigorous enforcement than most states. A licensed emission test tech
can get fined $10,000 and lose his license for fraud, so there aren't
too many who can be bribed, but I'm sure it still goes on.

A CV with all the emission equipement and everything set to spec will
easily pass the test. The problems we've always had in CA is that the
software rejected the car automatically because of the high idle
speed, and if you set it down below the 1100 RPM arbitrary limit it
could bust the idle speed standard.

We finally got the state to fix the software in '91, but when they
change to the loaded mode test, the same issue reared again because
there is an idle stabiliztion test before the loaded mode begins and
it will reject any car idling over 1100 or maybe 1200. Some just set
the idle speed down since emissions aren't sample during the idle
stabilization test. The other alternative is to go the the Referee
who has software to override the idle speed limits.

The heck with NY. Come on done and sweat in sunny Florida. FL
instituted emissions testing in the late 80's. Then in the early 90's
realized the error of their ways and the futilitiy of it all and
dumped it. They did the same thing with mechanical inspections, too,
prior to the emmissions test program. You'ld of thunk they'ld learnt
the first time around. So, now we don't have any inspections.

I'm originally from PA. That state is tough on mechanical and body
inspections. It used to be that you had to get your vehicle inspected
twice a year!!!!! Now it is down to once a year, unless that has
changed, too? They have State inspection facilities, certified
garages and dealerships, that are monitored by the State police. They
check ball joints for excessive play a dial gauge. SAme fo rrotors
for runout and thickness. Yeah, if you miss by a hundredth or in some
cases a thousandth of an inch, you fix it or park it. Same for the
body, no sharp edges to hurt pedestrians and no holes to let in
exhaust fumes. Fix it or park it. Of course, there is always an
oportunity to buy an illegal inspection sticker.

Yes in fact I'm Looking for a job around tampa. Yes I will move to
the warmer climate as soon as I can, even if the wife stays behind...
