Sequence number question

Here is a question maybe Duke can answer for me. I just picked up a
'77 Vega wagon and was looking at the VIN and comparing it to the
number on the cowl tag. They don't match! I got alarmed, but was
curious since the VIN on the door matches the VIN at the windshield.
I looked at the Cosworth and my V8 car, and they are the same way.
Did GM use the number on the cowl tag for some other purpose?

The number on the cowl is the Fisher body plant sequence number. It
is not a GM number. It has nothing to do with VIN.

The VIN is on the body tag, but not all in the same place.

The VIN prefix is at the upper left and is followed by the Fisher body
number to the right.

The actual VIN sequence number is at the lower left on the body tag.
