If your gauge is "stuck" on empty, it could be as simple as the wire is touching ground on the under side of the sender. You might have to pull the sender out of the tank to check it, and while you're in there, manually raise and lower the float to check it's operation. A 0 to 90 ohm sender should read exactly that; near 0 at empty, and 88-92 on full.
