The neutral safety switch for the manual trans
cars is on the clutch pedal. There is a switch mounted
to the side cover near the rear most shift lever on
a saginaw trans, this is the back up light switch.

SAGINAW TRANS ?

My previous answer was based on the 3 4sp saginaw
transmissions that I currently have and the only type of
electrical conection that they have is for the the backup
lights. So I got out my Chevrolet service manual for the
78 monza's and in one of the diagrams they show what
they call a TCS switch, but I was not able to find
what the switch actually does.

It sounds like you've got a 3- speed cover on a 4-speed case! You might want to look into it, but on the other hand, if it worked, why bother?

The TCS or "transmission controlled spark" was an
emission device that shut off vacuum advance via a
firewall mounted solenoid in series with the vacuum hose
to the distributor. The 3rd/4th switch controlled
this solenoid. Also there was a thermal override
switch.(on my 74 Vega this was a dual connector switch that
also controlled the temperature "idiot"
light.)
Rare to find anyone still running this device or even
knowing what it was for. Great source of radio
interference too.
There may be 3 holes along the bottom of
the tailshaft housing. These were sometimes used to
hold a vibration dampner which consisted of a heavy
stack of steel plates riveted together with two
mounting arms.
