There is a 256KB file size limit on attachments but no limit on the picture's actual dimensions.
For that file, you can reduce its actual dimensions by half (to about 1200x1500) and it will still be legible.
Then you can save it with (I'm guessing) 50% compression as a JPEG and it will have a lot fewer artifacts (gray bands, blocks, etc). I know Photoshop does this but I'm sure tons of other image manipulation programs do as well. If you're not familiar with all that I'd take Nic up on his offer.
