Did you check the fuses with a test light? Sometimes fuses that
look good are actually burned near the end where you can't see it. On most newer GM cars, the fuse for dash lighting should only have juice with the headlight switch turned on and the dash lights dialed up, I don't remember if that year Vega had a separate dash light fuse or not. You do know that you can dim or brighten them by turning the head lamp knob, correct? Also, sometimes the rheostat for dash light dimming isn't making a good connection, and you can wiggle it or twist it a little and they will come back on, if that's the case, you may be due for a headlamp switch pretty soon, that rheostat is built into the switch.
