Could be a burned out bulb or a bad socket or ground on the left side

Flat tail car [2 headlights] or the styled rear car [4 headlights]? This will matter as the flat tail car has a separate turn bulb. A bad ground can cause lots of issues usually termed "it's gots a short" by the unknowing. A short will cause things to burn up if you are lucky only a fuse as it is supposed to. A bad hazards flasher with them unknowingly on, will cause all four signals to go steady state when the pedal is depressed [styled rear cars]. A bad turn signal switch will also cause issues like this. Also note that the flat tail switch is different than the styled rear cars, if changed in the past this could be a problem. Get back to us and we'll try and help further! Harry

My 4 ways all stop flashing(in the on position) when I step on the brakes.

That's normal. It's designed that the brake lights overrun the 4 ways.
