I haven't tried it but I've been told hand cleaner works well.

First, Let me mention GM has pulled some Boners with the H-Body cars but these Gooey steering wheels have to be at the top of the list. Why? Well because its something you touch every time you get in the car.

As far as my experience now some three decades later there is no cure. You can clean them then the goo returns. Its a vicious circle. Finally, I paid a professional to leather wrap my steering wheel and this worked great for about year until the goo started seeping through the leather. I un-wrapped the wheel and have been cleaning it once a month for years until recently I decided to 'seal' the rim with plastic, lay in foam, and then I leather wrapped it once again. So far so good.
