Seat Belt Restore - '73 Vega

My drivers seat belt will not come out consistently. It retracts fine. Are there any youtube or wriiten instructions on redoing these?

Have you tried lubricating it?
If not, try some WD-40 or other penetrating oil.

Not sure what lubricant would be best to use. I think it is a plastic ring that goes against the metal roller. It retracts fine and catches as it should, just won't come out from the all the way down position.
